The Edwardsville City Council adopted Ordinance No. 1014 amending the fee schedule of the Edwardsville Code of Ordinances. The changes are highlighted below:
Solid Waste Charges – The adopted 2019 Budget assumed that solid waste charges to customers would increase approximately 3% from $16.95 to $17.50 per month. This increase is primarily to keep pace with the contractual increases stipulated in the current agreement with Waste Management which includes an annual increase of 1.5% that the City incurs mid-year. The proposed 3% increase in 2019 is intended to start building the Solid Waste Fund balance back to optimal levels while also paying for items such as utility billing mailings and the annual City-Wide Clean Up.
Sewer Charges – The adopted 2019 budget assumed a 3% increase in the variable rate for both residential and commercial charges. The current variable rate for residential customers is $3.64 per CCF and would be increased to $3.75 per CCF. The current variable rate for commercial customers is $4.19 and would be increased to $4.32. These adjustments are recommended to keep pace with anticipated increases in costs associated with maintaining the system.
Security Officer Fees (Community Center) – The current fee schedule includes a charge of $25.00 per hour (minimum two hours) for security at Community Center events which include alcohol. These charges go up to $50.00 per hour (minimum two hours) for events that involve alcohol and have more than 150 people. The Edwardsville Police Department collected off-duty pay data from ten area communities that showed the average pay to be approximately $39.79 for similar events held on City property. The recommended change to the fee schedule would be to increase the fees to $35.00 per hour (for less than 150 people) and $70.00 per hour (for more than 150 people) with a minimum of two hours for each tier.
