 CITY COUNCIL MEETING

August 25, 2008

7:00 p.m.

The Governing Body of the City of Edwardsville, Kansas met in regular session on Monday, August 25, 2008, at 7:05 p.m. in the City Hall Council Chambers.

The following Councilmember’s were present with Mayor Heinz Rodgers presiding:

            Chuck Adams                        Craig Crider              Doug Danner

                                     John Eickhoff                           Patrick Isenhour

 

The following staff members were present:

            Michael Webb, City Administrator

            Reed Walker, City Attorney

            Phyllis Freeman, City Clerk

            Mark Mathies, Police Chief

MINUTES OF AUGUST 11, 2008

Councilmember Isenhour moved to approve the minutes. Councilmember Eickhoff seconded.

Mayor Rodgers requested a roll call vote. The motion passed unanimously.

PAYMENT OF BILLS - $86,856.42 

Councilmember Isenhour moved to approve payment of the statement of bills.

REQUESTS OR COMMENTS FROM THE PUBLIC 

David Hackathorn, 432 S. 102nd Street stated there is brush along 102nd Street that needs trimmed.

Rebecca Carter, 429 S. 4th Street reported that the Parkway Homeowner’s Association had requested a change for the organizations monthly meeting and thanked the city staff for the prompt response.

Bill Gardner, 2050 S. 98th Street requested information as to when the construction of the sewers will start and asked about the pot holes on 98th Street.

Mayor Rodgers stated it was his understanding the construction for the new sewer line will start later this year and that if any resident had concerns regarding pot holes please call city hall and report the location.

PRESENTATION BY TARA ISENHOUR

RECYCLING AWARENESS 

Tara Isenhour, senior at Bonner Springs High School presented her senior project on recycling awareness.

PUBLIC HEARING REGARDING FISCAL YEAR

2009 BUDGET 

Mayor Rodgers declared the public hearing starting at 7:34 p.m.

Questions were taken from the public.

Councilmember Adams moved to close the public hearing at 7:52 p.m. Councilmember Danner seconded.

Mayor Rodgers requested a vote and the motion was declared carried unanimously.

CERTIFYING FISCAL YEAR 2009 BUDGET 

Councilmember Eickhoff moved to certify the 2009 budget. Councilmember Isenhour seconded.

Mayor Rodgers requested a roll call vote. The motion was declared carried unanimously.

HIRING RECOMMENDATION BY POLICE CHIEF

FOR POLICE OFFICER JARED REED 

Mayor Rodgers recommended to hiring of Jared Reed.

Councilmember Adams moved to accept the recommendation to hire Jared Reed. Councilmember Eickhoff seconded.

Mayor Rodgers requested a roll call vote. The motion was declared carried unanimously.

ORDINANCE #871

REGARDNG SCHOOL ZONE FOR EDWARDSVILLE ELEMENTARY 

After discussion Councilmember Isenhour moved to adopt Ordinance #871. Councilmember Crider seconded.

Mayor Rodgers requested a roll call vote. The motion was declared carried.

CONSIDER PRE-DEVELOPMENT AGREEMENT

FOR A POSSIBLE LOTTERY GAMING FACILITY WITH

GOLDEN HEARTLAND LLC 

Discussion and corrections were addressed for the pre-development agreement.

Councilmember Eickhoff moved to approve the pre-development with corrections. Councilmember Isenhour seconded.

Mayor Rodgers requested a roll call vote. The motion was declared carried unanimously.

CONSIDER RENEWAL OF CONTRACT FOR

SNOW & ICE REMOVAL WITH DIRTWORKS FOR THE

2008-2009 SEASON 

Councilmember Eickhoff moved to approve the 2008-2009 contract with Dirtworks with the stipulation the snow and ice removal go out for bid in 2009. Councilmember Isenhour seconded.

Mayor Rodgers requested a roll call vote. The motion passed 4 to 1, with Councilmember Adams opposing.

ADVISORY REPORTS 

CITY ADMINISTRATOR

Administrator Webb reported: paving on the south side of Woodend Road will start this week; upon completion the north side will be paved.  He will be on vacation September 6 – 13 to build homes in Mississippi. 

FIRE CHIEF

Chief Lane reported fire hydrants will be tested for water flow and maintenance by the Board of Public Utilities.

POLICE CHIEF

CITY ATTORNEY

CITY ENGINEER 

No report at this time.

COUNCIL AND MAYOR COMMENTS 

Councilmember Eickhoff asked if the police officers were certified to perform the breathalyzer test. Chief Mathies stated all but two.

Councilmember Danner stated he was glad to see the work progressing on Woodend Road and Plaza West.

Councilmember Crider thanked Mayor Rodgers, Councilmember’s, city staff, Mr. Sartini and the citizens for a great job preparing for the hearing before the Gaming Board. Councilmember Adams did a great job representing the city. He also welcomed Jared Reed to the city.

Councilmember Adams stated it was done with team work and Mary Nell Webb kept everyone straight and focused.

Councilmember Adams asked about a park plan.

Administrator Webb will be bringing that forward in a future meeting.

Councilmember Adams reported he will be attending a MARC meeting regarding future development. One item to be addressed will be restricting development until all the infrastructure is in place.

Mayor Rodgers reported: Council and Mayor biographies will be placed on the city web site. He will be out of town September 8th so Council President Danner will preside at the council meeting. 70% of the CiFi funds have been used to improve heavily traffic areas. Autumnfest will be September 20th with the day starting off with the Mayor’s Prayer Breakfast; the public can purchase tickets from any Kiwanis member.

ADJOURNMENT

Councilmember Eickhoff moved to adjourn at 8:54 p.m. Councilmember Isenhour seconded. Mayor Rodgers declared motion carried.
