APPROVE MINUTES OF FEBRUARY 8, 2010
Councilmember Danner moved to approve the minutes. Councilmember Crider seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
STATEMENT OF BILLS - $167,978.65
Councilmember Crider moved to approve the statement of bills in the amount of $167,978.65. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
REQUESTS OR COMMENTS FROM THE PUBLIC
Heinz Rodgers, 650 Edwardsville Drive commended the Administration for its steadfastness and resolve regarding item seven on the agenda which is to consider authorizing commencement of condemnation proceedings in regards to the 110th Street project. He appreciated the administration for having the courage and steadfastness to protect the interest of the rest of the tax payers from unfair shares being paid out to individuals or corporations at the expense of the other taxpayers in the city. Mr. Rodgers stated he appreciated moving forward with improvements that are needed through out the city.
CONSIDER ADOPTING TOWING ORDINANCE #890
City Administrator Webb stated the city attorney was unable to be here this evening and has asked that this item be tabled.
Councilmember Adams moved to table item number four on the agenda. Councilmember Bishop seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER RESOLUTION 2010-03
ADOPTING THE WYANDOTTE COUNTY MULTI-HAZARD
MITIGATION PLAN
City Administrator Webb stated a copy of the plan was not included in the packet due the extreme size of the documents. Chief Mathies, former Fire Chief Cliff Lane and Administrator Webb were participants involved in the process while working with several groups on the mitigation plan. The plan is needed should there be a major disaster. Federal funding would be available both pre and post disasters. Without the mitigation plan it is not possible to get funding on the front end and then it can limit what you get after the disaster.
After further discussion Councilmember Adams moved to table item number five and to place it on the agenda for the next scheduled meeting allowing council to review the plan. Councilmember Eickhoff seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
Mayor McTaggart directed Administrator Webb to contact each councilmember and find out what information they need and if they would like to hold a work session and to invite Bob Evans with Emergency Management to present the plan.

After discussion Councilmember Bishop moved to approve the annual tax exemption applications. Councilmember Danner seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
CONSIDER ORDINANCE NO. 891
AUTHORIZING COMMENCEMENT OF CONDEMNATION
PROCEEDINGS IN REGARD TO THE 110TH STREET PROJECT
After discussion Councilmember Adams moved to adopt Ordinance #891. Councilmember Eickhoff seconded.
Mayor McTaggart requested a roll call vote. The motion passed unanimously.
INTRODUCTION OF OFFICER MIGUEL VIRUETE
Police Chief Mathies introduced the newest officer in the department.
FURTHER DISCUSSION REGARDING SEWER BENEFIT DISTRICT
Administrator Webb presented further information regarding financial estimates and possible locations for improvements in forming the benefit district.
After further discussion Administrator Webb suggested holding a work session to invite the residents in the area to attend and discuss the proposed benefit district.
Mayor McTaggart recommended scheduling a work session for the property owners in that area on March 22, 2010 at 5:30 p.m. and to notify them by mail.
Administrator Webb stated notification can be placed as a public announcement in the paper and send individual cards to those in the proposed benefit district.
Councilmember Adams recommended adding the land owners on the south side of Riverview to be notified of the work session. It was agreed to do so.
ADVISORY REPORTS
CITY ADMINISTRATOR
Administrator Webb reported:
110th Street improvements meeting scheduled with the utility providers here
Tuesday, April 23rd regarding utility relocations.
A pre-construction meeting for Woodend Road, Phase II will be held March
8th. Notice to proceed will be given shortly there after.
A meeting was held this morning with the command staff of the police and
fire departments.
City Clerk Freeman reported the Sock Hop that was sponsored by the Park & Recreation Advisory Board was very successful. The kids had a great time; the parents were enjoying the evening. Josh Brooks was the DG and did a fantastic job. This event will grow from on.
Administrator Webb stated he spoke with a Deffenbaugh representative today. They will be sending a letter offering recycling with a much reduced rate over what they are currently doing in other communities. Mr. Webb asked that they put that in a formal letter that then can be presented to the Governing Body.

Police Chief Mathies presented a power point program that covered the police department, fire department and the municipal court system.

COUNCIL COMMENTS
Councilmember Eickhoff asked when the city wide clean up be held.
Administrator Webb stated he will check into when Kansas City, Kansas will be opening the hazardous waste on South 88th Street and coordinate from there.
