CITY COUNCIL MEETING 

September 8, 2008

7:00 p.m.

The Governing Body of the City of Edwardsville, Kansas met in regular session on Monday, September 8, 2008, at 7:02 p.m. in the City Hall Council Chambers.

Mayor Rodgers was attending a Mayor’s conference out of state.

The following Councilmember’s were present with Council President Doug Danner presiding:

            Chuck Adams                        Craig Crider                          John Eickhoff

            Councilmember Isenhour was present via the telephone.

 The following staff members were present:

            Michael Webb, City Administrator

            Reed Walker, City Attorney

            Phyllis Freeman, City Clerk

            Mark Mathies, Police Chief

            Cliff Lane, Fire Chief

MINUTES OF AUGUST 25, 2008 

Councilmember Crider moved to approve the minutes. Councilmember Eickhoff seconded. 

Council President Danner requested a roll call vote. The motion passed unanimously.

PAYMENT OF BILLS - $320,589.22 

Councilmember Eickhoff moved to approve payment of the statement of bills. Councilmember Crider seconded.

Council President Danner requested a roll call vote. The motion passed

unanimously. 

REQUESTS OR COMMENTS FROM THE PUBLIC 

Richard Carter, 629 S. 4th Street stated he had received calls from members of The Parkway Homeowner’s Association regarding item #5 on the agenda; allowing the Chamber of Commerce a one-day cereal malt beverage license permit for the Autumnfest festival. Mr. Carter asked that the City Council not approve the request.

PRESENTATION BY BONNER SPRINGS-EDWARDSVILLE

CHAMBER OF COMMERCE REGARDIN AUTUMNFEST 

Mike MacDonald, Board Member of the chamber reported on how funds were being used to provide the festival for the community. A large variety of activities will be provided.

CONSIDER REQUEST BY THE CHAMBER OF COMMERCE
FOR ONE-DAY CEREAL MALT BEVERAGE LICENSE PERMIT
AND FEE WAIVER PERTAINING TO AUTUMNFEST 2008 

Police Chief Mathies provided a report and recommendation to approve the temporary permit.

After discussion Councilmember Isenhour moved to grant the temporary permit and waive the fee. Councilmember Eickhoff seconded.

Council President Danner requested a roll call vote. The motion passed 4 to 1, with Councilmember Crider opposed.

ELECTION OF TWO VOTING DELEGATES

FOR LEAGUE OF KANSAS MUNICIPALITIES CONFERENCE 

Councilmember Eickhoff moved to elect Mayor Rodgers and Councilmember Chuck Adams for the Edwardsville delegates.

Council President Danner requested a roll call vote. The motion carried with Councilmember Adams abstaining.

ADVISORY REPORTS 

CITY ADMINISTRATOR

Administrator Webb stated there are positions open to serve on the League of Kansas Municipalities. If there is any interest information is available on line.

Administrator Webb requested an executive session for attorney/client privilege for 30 minutes at the end of the meeting, to include Carl Gallagher and Chief Mathies.

Councilmember Adams moved to approve the request for an executive session. Councilmember Danner seconded.

Council President Danner requested a roll call vote. The motion passed with Councilmember Isenhour opposed.

CITY ATTORNEY 

No report at this time.

CHIEFS (FIRE & POLICE)

Chief Mathies reported on activities during the Labor Day weekend.

Administrator Webb commended the fire department and public works for assisting during the busy weekend.

CITY ENGINEER 

No report at this time.

COUNCIL AND MAYOR COMMENTS 

Councilmember Isenhour apologized for not be in the meeting, he and his son were ill. He also reminded those in attendance that he previously stated he would not be attending any future executive sessions.

Councilmember Danner stated the city received a thank you letter from the election commissioner’s office for allowing them to use a city building during elections.

EXECUITVE SESSION

Councilmember Crider moved to go into executive session at 7:43 p.m. to return in no less than 30 minutes. Councilmember Eickhoff seconded. The motion was declared carried.

ADJOURNMENT 

Councilmember Adams moved to adjourn at 8:18 p.m. Councilmember Eickhoff seconded. The motion was declared carried.
