Regular Meeting
The regular meeting was called to order by Chairman Jeff Martinek at 7:03 pm.
Secretary’s Report: February 17, 2010
A motion to approve the Secretary’s Report was made by Commissioner Dave Hackathorn. Commissioner Jason Gillam seconded the motion.
Commissioners Kelli Curry and Bryan Smith abstained.
The motion carried 3-0.
Public Hearing
Conduct a public hearing regarding Preliminary Plat of Re-plat of Bank Midwest of Edwardsville West, All of Lot 1 of Bank Midwest of Edwardsville West and a portion of Lot 5, Williamson Farms, Edwardsville, Wyandotte County, Kansas
Presentation
Staff: Jackie Carlson, Director of Planning for Shafer, Kline & Warren, Inc., provided the staff report and recommended approval of the preliminary and final plats with the following conditions: (1) Language explaining the details of the access easement and the utility easements be included on the plats, (2) The signature block for the “Board of County Commissioners” be updated to reflect the Unified Government. See attached Item A.
After questions and discussion by the Planning Commission, a motion to close the Public Hearing was made by Commissioner Bryan Smith. Commissioner Kelli Curry seconded the motion.
The motion carried 5-0.
New Business
- Consider Preliminary Plat of Re-plat of Bank Midwest of Edwardsville West, All of Lot 1 of Bank Midwest of Edwardsville West and a portion of Lot 5, Williamson Farms, Edwardsville, Wyandotte County, Kansas

- Continue discussion of Comprehensive Plan
Jackie Carlson, Director of Planning and Sarah Downing, Planner, both from Shafer, Kline & Warren, Inc., lead the Planning Commission in a continued discussion of the Comprehensive Plan.

Items from Staff
City Administrator, Michael Webb informed the Planning Commission that a Community Workshop on the Sewer Improvement District, Riverview Avenue & 110th Street will be held Monday night from 5:30 pm to 7 pm.
He also notified the commission to expect a Site Plan for the Bank Midwest Re-plat at the April Planning Commission meeting.
Mr. Webb informed the Planning Commission that the City Council will consider a tax abatement for a new business who is interested in the Cintas property. He indicated that a Re-Plat will be issued in the near future.
An update on Phase II of the Woodend Road project was provided by Mr. Webb with a schedule for ramp closings to begin on March 29, 2010 for two weeks per each directional ramp.
Mr. Webb reported that the right of way acquisition has been completed on the 110th Street & Riverview project. Relocation of utilities will take place in the next 60 days. The bid letting is proposed to be moved up to August 2010 from October 2010.

The Commissioners discussed ongoing litigation and code enforcement.

A motion to adjourn was made by Commissioner Dave Hackathorn. Commissioner Kelli Curry seconded the motion.
The motion carried 5-0.
The meeting adjourned at 8:51 pm.
