REGULAR MEETING
Chairman Martinique: We will call the regular meeting of the planning commission to order. Do I have a motion regarding the secretary’s report?
Brian Smith: I make a motion to approve the Secretary’s Minutes as submitted.
Kelly Curry: Second.
Tim Sweeten: Abstain.
Wood Berry: Abstain. Motion carried.
NEW BUSINESS
Comprehensive Plan – Scope of Services
Chairman Martinique: Under new business tonight we will be discussing the city’s comprehensive plan scope of services. After attending the recent training, we have found that this is very important to the future of our city. Dan, do we have a staff report tonight?
Dan Van Petten: Yes, Mr. Chairman, I also have comments from the city engineer and the Street Plan Map for your review. Please refer to Item A, Item B and Item C attached.
The planning commission discussed updating the Future Land Use Plan to coincide with existing zoning including the ZOD’s, updating the zoning map, reviewing general standards for thoroughfares and adding a thoroughfare map using current standards and considered additional thoroughfares not currently listed on the Street Map Plan. The commission proposed a future public hearing adopting this format as a future land use plan.
OLD BUSINESS
Change of Zoning, 9701 Kaw Drive, Applicant, Gerald Currie. Item continued 9/19/2007
Chairman Martinique: Under Old Business we have the change of zoning for 9701 Kaw Drive. Dan, do we have an update regarding this?
Michael Webb: Our staff including Dan, the city engineer and myself met with the applicant. They had their architect and engineers present. I think they now have a much better understanding of what they are going to need to do to get that building into compliance with the overlay district and some of the things they are going to have to do to get it to the architectural review committee and get at least an opportunity for approval. We are awaiting their responses.
Dan Van Petten: Both of their engineers, their structural engineer and their site engineer, for the first time, I think, they understood that our comments to them are based on the ordinance, this is the process, this is your challenge as designers. It is just not how we would like it to look. We have an ordinance to back it up with.
After further discussion:
Tim Sweeten: I make a motion to table the change of zoning for 9701 Kaw Drive, applicant Gerald Currie, to an undetermined date.
Woody Berry: Second. Motion carried.
ITEMS FROM THE PLANNING COMMISSION
Chairman Martinique: There was a discussion on the fact that we will be busy next month and so we have determined that we will have a November 19, 2007 meeting. Do we need to announce this special meeting?
Secretary: The applicants and the city council have been notified and the public hearing has been published. You are entitled to call a special meeting and I think that has been made clear. We might want to remind everyone here about the Public Hearing on October 24, 2007 to review the Fence Ordinance.
After further discussion regarding the October 24 and November 19, 2007 meetings:
Tim Sweeten: Do we know the status of the business license for the K C Pro business?
Michael Webb: They do have a business license. The question would be, are they in violation of the zoning ordinance? I think the answer is yes.
After further discussion it was determined that the staff would report back to the planning commission on this item.
Tim Sweeten: Did the Kelly building with the shutters pass through the guidelines in the industrial park?
Chair Martinique: We don’t have any design criteria at all.
Michael Webb: I thought there have been some changes made for in the future, but that those buildings were approved prior to the changes.
Tim Sweeten: I think the planning commission should review this.
Dan Van Petten: Are you talking about the industrial park? If they get a code compliance review for their occupancy and they meet the performance standards for the setback and the zoning, yes, they can build that in the industrial area. It is not an overlay district. It is not Woodend Overlay district.
