City Council and KC Disposal Approve Contract Addendum

The Edwardsville City Council and KC Disposal agreed on an addendum to the 2020 Solid Waste and Recycling agreement that will effect customer rates beginning in 2023. KC Disposal approached the City in late February of this year requesting an increase in the per-address fees charged to the City for provision of weekly trash/recycling pickup. The primary reason for this request was related to the current economic climate, including rising fuel costs, dump fees, and other items outside the control of the vendor. City staff and KC Disposal representatives developed an alternative proposal, which was presented to the City Council on Monday, April 25.

The addendum increases the amount KC Disposal charges the City for trash/recycling pickup. The City will not pass this cost onto customers in 2022 and will instead cover those costs through other resources at year's end. Beginning in 2023, KC Disposal will need to present relevant CPI and Bureau of Labor Statistic data, in addition to their internal cost information, to request an up to 5% increase from the new rates. The maximum that rates will rise beginning 2023 would be from $36.40 every two months to $42.00 every two months, but this will depend on the cost data provided by KC Disposal. This rate is still less expensive that what the other firms submitted as part of the 2020 RFP process, and remain competitive with peer communities, many of which do not provide weekly recycling pickup.

In addition to this rate adjustment, KC Disposal will add another bulky item pick up event in Edwardsville. In addition to the City-Wide Clean Up in May, there will also be curbside bulky item pick-ups that occur in August and November. Details will be shared once dates are finalized.

Changes to rates will be communicated to residents as they become finalized near the end of the year. The most recent utility bills should be delivered this week.
